Abstract

Purpose

Employee voice has emerged as a strong predictor of positive organizational outcomes. Grounding the theoretical model in resource-based theory; this study conceptualizes how high-performance work system (HPWS) can enhance organizational innovation of small and medium enterprises (SMEs) through voice behaviors. Specifically, the purpose of this paper is to empirically test if employee voice mediates the relationship between HPWS and organizational innovation.

Design/methodology/approach

This study used a quantitative strategy and cross-sectional survey method for the collection of data from SMEs operating in Pakistan. A list of SMEs was obtained from the federal government organization responsible for the development of SMEs in Pakistan. A self-administered structured questionnaire was distributed and 239 randomly selected SMEs responded to the survey.

Findings

Findings confirmed the conceptualized model and revealed that HPWS was significantly and positively related to employee voice and organizational innovation. Employee voice was found as a significant predictor of organizational innovation and mediating factor in the relationship between HPWS and organizational innovation.

Research limitations/implications

This study is limited in terms of variables included in the conceptual model and relatively small size of the sample that was derived from a single federal organization. More variables and SMEs can be included in future studies to get broader results and, potentially, better findings.

Practical implications

SME managers/owners can design HR function in such a way that employees will be encouraged to raise their voice and participate more in the organization. Scholars should study voice behaviors distinct from citizenship behaviors.

Originality/value

This study is the first of its kind to conceptualize the relationship between HPWS, employee voice, and organizational innovation in SMEs of Pakistan.

Abstract

Purpose

This paper aims to focus on the decision-making process of integrated system design. Buildings can benefit from different system integration working toward the unified goal of providing the needed conditions and improving the comfort level of occupants. It is important to engage all system needs and priorities in the design by keeping goal into consideration. Even though there is vast potential in the coordination of system design decisions, there is a need to increase the transparency of the decision-making process by developing methods to incorporate multi-dimensional design attributes.

Design/methodology/approach

This is achieved by considering all system design priorities with respect to decision attributes, as well as the inter-system inputs based on information and knowledge. Data were collected through interviews, collaboration meetings and design document reviews, which helped to facilitate triangulation.

Findings

This paper presents the findings of a case study of deep retrofit design process that seeks to reduce energy consumption through integrated system decisions with several system combinations. In addition, such design decisions highlighted the fact that the values need to be flexible at the system level.

Research limitations/implications

This paper presents an in-depth analysis of a single case study. Multiple case studies are being investigated for the future of this research.

Practical implications

This paper presents the methods used for integrated design process priorities that will enable design teams to make decisions that lead to improved energy performance in retrofit projects.

Originality/value

The case study building in this paper is a showcase building with cutting edge technologies and techniques, as well as a scalable and collaborative design process. It is an example of a best-in-class retrofit process designed through whole building design principles within the target budget. The paper demonstrates system design selection criteria that are embraced by value prioritization.

Abstract

Special education in the USA is, in most respects, a 20th century phenomenon and is now governed primarily by federal legislation first enacted in 1975. The federal law in its most recent reauthorization (2004) continues to require a free appropriate public education (FAPE) for all students with disabilities, a full continuum of alternative placements (CAP) ranging from residential or hospital care to inclusion in general education, an individual education plan or program (IEP) for each student identified as needing special education, and placement in the least restrictive environment (LRE) that is thought best for implementing the IEP. Parents must be involved in the special education process. Approximately 14 percent of public school students were identified for special education in 2004–2005, but the number and percentage of students identified in most high-incidence categories as needing special education have declined in recent years (the total for all categories was about 8.5 percent of public school students in 2010). A variety of evidence-based interventions can be used to address the wide range of instructional and behavioral needs of students with disabilities and their families, including transition to further education or work, family services, and teacher education. Special education in the USA may find new sources of support and thrive or may become less common or be abandoned entirely due to criticism and withdrawal of support for social welfare programs of government.

Abstract

Purpose

The purpose of this paper is to extend the previous larger‐scale climate policy studies to the local jurisdiction level to evaluate local land use planning capacity for climate change.

Design/methodology/approach

This paper evaluated 53 recently developed local comprehensive land use plans in California and analyzes how well these plans recognized the concepts of climate change and prepared for climate change mitigation and adaptation.

Findings

The descriptive results show that local land use plans reflect very low awareness and little analysis for climate change; however, the actions for climate change varied widely in scope and content in their plans.

Originality/value

This paper provides policymakers important empirical evidence to improve local land use planning capacities for climate change.

Abstract

In this chapter, the author critically examines the deeply entrenched practices and theories within counselor education, revealing their roots in historically dominant, Eurocentric, and often racially oppressive assumptions. This study brings to light the pervasive impact of these traditional approaches, illuminating their role in perpetuating racial oppression and disparities in mental health care. The author presents a compelling argument for adopting Critical Race Theory (CRT) as an effective pedagogical and clinical practice framework in the counseling profession, a step toward its much-needed liberation. CRT's tenets are examined as a robust alternative, promoting socially just outcomes in counseling and psychotherapy. The article highlights CRT's capacity to address the well-established relationship between racism, white supremacy, and minority mental health. It proposes a groundbreaking model for praxis, predicated on CRT, which holds potential not only to challenge and disrupt oppressive structures but also to pave the way for the liberation of both the oppressed and the oppressor. This seminal work prompts a re-envisioning of counselor education, asserting a call for a transformative shift toward a liberation-based, social justice pedagogy.

Abstract

Four reputed leaders for the coming years in the field of special education for individuals with emotional and behavioral disorders (EBD) each with a slightly different perspective on the field were asked to respond independently to a prompt asking what does special education mean for students with EBD and what is being done and how do we maintain tradition? The contributors' responses to the prompt are presented and then summarized across the essays. A remarkable consistency emerges across the independent essays. In addition to the tradition of providing a free and appropriate education in the least restrictive environment, the contributors identify needs to support teachers serving this population. Needs in teacher training and the expertise required to meet the needs of individuals with EBD are outlined as well as potential contributions of technology to carry out specific tasks. We conclude with a call for increased advocacy for use of the knowledge that we currently possess and that which will soon be discovered to support students with EBD as well as their teachers. We also note that the contributors' names are listed alphabetically to acknowledge the equality of each person to the final product.

Abstract

This chapter summarizes issues related to the accurate and timely identification of students with emotional and/or behavioral disorders (EBDs) as well as identifying need, planning interventions, and monitoring outcomes. First, we describe ongoing issues and concerns with accurate (e.g., minimization of false positives and false negatives) and timely (e.g., improved service delivery by being more responsive to students in need of special education) identification of students with emotional disturbance (ED). 1 Next, we describe general assessment methods and considerations that may contribute to improved service delivery. We close this chapter with a discussion of the critical role that accurate and timely identification plays in the provision of opportunity and the attainment of free appropriate public education (FAPE) mandates.
